Stated that cheney's idea that the VP is part of the legislative branch is a bizarre notion invented by cheney'(the article biden incorrectly cited as referring to the executive branch actually names the vp as the president of the senate and historically the vp has had no executive power, it is only in the last 70 years or so that the vp has been granted executive power by the sitting president).
