1) I don't think a lot of people who stayed in New Orleans really know how bad it is. If I'm not mistaken they probably don't have any electricty and are basically cut off and isolated.
2) 60% of the city is still underwater. The people still in the city probably don't realize this either. That crap filled water is going to be there a loooong time, it's not going away in the immediate future.
3) The governnent has public health and safety issues to consider. If they think the water is going to spread disease and from what I've heard, it most likely will, then they have a public service to evacuate people so they don't get sick and then get others sick as well.
4) From the NPR reports that I've heard, they're not going to use force to get anyone out. They going to inform people of the situation and then take out everyone who volunteers. The people who refuse they said they'll have to take care of later, how, they didn't say.
5) I think if you're stuck in your house up to the attic in water, told that it's not going down, told that it's full of toxic waste, you'd want to get out, especially if you've been there for 5 days and your supplies are running low and you really haven't seen or talked to anyone that whole time.
