This is more wicked than spooky...but still kinda spooky in a twilight zone kind of way. Spooky wicked soundtrack too! And its Vincent Price so you should check it out.

Naw for real it was released around 9/11 and quickly sunk out of sight (a la many flicks that came out around that time like Donnie Darko). They filmed it in an huge abandoned nuthouse outside Boston (Danvers State Hospital) with digital cameras on a very small budget and it's just really well done.
Captures New England wonderfully and is very spooky to boot.

Little Otik is great. But his most recent film S??len?? (2005) aka Lunacy is to be avoided really. It's a drag.
If you like The Tenant, maybe you should check out Naboer (2005) aka Next Door.
For tacky spooky stuff I would recommend Brian Yusna's Beneath Still Water. Old school Euro horror kitch.

Not out on DVD yet, but I thought "The Descent" was excellent. I like the British ending better than the US one.
