You can not use a recorded CD as an analogy to bandwidth prices. You are paying for the content on the CD, not the CD itself.
Of course recorded CD's are not going to get cheaper over time, you are paying for the overhead of the entire music studio plus their profits. So there's no argument that despite CDs becoming cheaper to produce, the recording industry has continued to raise prices.
Providing broadband internet access will likely be no different. Despite the decrease in bandwidth cost and increase in capability, consumers and content providers will still be hit with higher and higher bills.
I think you're lacking a fundamental understanding of how corporations work. They are bound by law to earn their shareholders more money. They have no such obligation to save consumers money. Who do you think they're going to favor?
