For me, it's gotta be Ludacris and Twista. Those dudes certainly can rap, but I haven't heard anything by either in years that I wanted to hear a second time.

I know this dude has plenty more "Don't Touch Me"-level cuts in him. I just know it. But he gets lazy and unfocused. Still, when he's on it, he's fantastic.
For me, it's probably Wayne. I'm in the "Juvenile >> Wayne" contingent for sure.
That's not a contingent. That's just reality, always has been.

I'm not disagreeing with you about $hort Dog not being a very technical rapper, but it begs us to descend into an unwinnable argument about what a "great rapper" is.
Not to mention, if it's a rapper you don't like, chances are they aren't making your list of "Best Rappers" either
Talib Kwali, Ludacris and Twista have never been considered top 25 rappers.
What I've seen is that Twista has indeed within the past 10 years worked his way into that conversation.
I think all of those that you mention are known for their skills, rather than as "flash-in-the-pan ass rappers". That's good enough for me...some people think they are genuinely GOOD rappers, but I can't hang...
I think Twista is up there.
