I hear this noise on late 60s soundtracks all the time and have no idea what makes it... mostly on Enoch Light records and such. This is from the Barbarella OST. It's like a laser / water droplet sound.... twing twing twing...

    Now... did he have a special guitar? I was under the impression he played one of those Coral Electric Sitars... Is this some sort of palm mute acrobatics?

    He was one of those crazy guitar whiz guys who'd actually like invent his own gear & probably even build his own gadgets. But yeah, I'm not sure how he did it. Such a weird unique sound. That's him all over the Moon Gas album too.
