Pegasus LP - George Clinton and Chuck Higgins? WTF

I just picked this up and have no idea what the hell it is - haven't listened yet as it's sealed. It's on Sunshine Records. Does anyone know what the hell I'm talking about? Has anyone seen this or heard it? The cover is amazing enough in itself with a close-up drawing of a horse's head with lazers coming out of its eyes. Is it just a compilation and I'm getting excited for no reason?

    Fly is an awesome track. The opening break is killer.

    It's a 12" single with three tracks, probably worth around $30-40.

    (a) This is the "other," white, ABC-recording-artist George Clinton, right? Or is there a third G.C. out there?

    (b) And does anyone know if that is the sax-playing Chuck Higgins who did all them jump-blues blasters back in the fifties?
