need help with song id... any idea?

so all i know is that j dilla sampled this for the jaylib project [on one of my favorite tracks the red] and i've always wondered where the sample is from, and now i got this tiny clip of the original source that dilla dropped in his beat tapes (volume 5)... as familiar as it sounds, i can't put a finger on it... someone help me solve this once & for all...http://file.uploadr.com/6b52

    i only have one lead i got is Chris Williams not sure if thats right, thats all i've heard on other disscusions elsewhere...don't know if thats any help with the sample you gave...she sounds a bit like patsy gallant but then thats my answer to everything! Its got me anyway.
