What is this? You know the one with the Liberty Bell on the cover?

I can't find any info. Was this a legit band RCA was hoping to make it? Or was it some weird session band release? I can't think of any other major label releases like this.

    I haven't listened to that in years, and don't remember it being that great or memorable. All covers of soul classics.
