Anyone know who reissued the "Gow-Dow" Experience?

Seems like in late June this got put out digitally but have no idea who put it out. Listening to it now, it is really quite interesting. Compared to What cover stands out the most but many other tracks are quite nice. Trying to find more info out on who this guy was. I read somewhere it was his college dissertation.
