Never seen one. It looks like someone may have carefully colored it in.

The blotchy ness makes its seem like a marker but it also looks like the small letter on the bottom is the same color which seems like it would be hard to do by hand. Printing error?

I doubt cleaning fluid would make the red bleed blue.

Must be some printing error.
