Re-Sealed Records

Just got back from the coast & i bought a few "sealed"records from a shop. Upon closer inspection I noticed one album had a cutout notch
on the bottom, but the "seal" is on top of the notch.
I am super suspect to put this up on discogs as a sealed record.

what is the struts opinion?

    There is a fair amount of cut-out stuff that's just like that. I think they'd cut it and then reseal.
