I'm not sure about in the US. But here in Canada (I'm guessing it's the same), you don't need any type of cell plan to dial 911. Just a cell with a charged battery. By law, companies are required to put 911 calls through.
I gave a family member my old cell and they just leave it in the glove compartment. They have used it once to call for help and were extremely happy they had it when they really needed it. Up until then, they didn't believe me that they didn't need to pay for anything.
