PayPal Claims?

When someone fucks you can do a PayPal claim right? But this isn't for eBay it's through Discogs. I ordered a grip of records and the dude never sent them to me. What can I do?

    He'll yeah you can do a claim...I had to do one for some stuff I bought online from a shop. A lot of non eBay dealers now are insisting you send your payment as a "gift" that way they don't have to pay a fee and you can't do a chargeback...I won't deal with a dealer that I don't know who insists on a "gift" payment

    You may need some proof of purchase, (cont. the details of what you bought.).

    I bought 3 45s from a online shop & paid with paypal, only 2 showed up. When I tried to claim, Paypal gave me some lame excuse about how they wouldn't payout because it wasn't an ebay transaction.
