Pitch-shifting app?

My boss came to me earlier today asking if I knew of an app than can adjust the pitch of an MP3. Bear in mind that he has no audio gear, so Pro Tools plugins/Serato won't help. He's just looking for an app where you run an MP3 through it and can pitch the whole thing up or down. Does anybody know if something like this exists?

    sorry i can't really offer any help for your boss, and not to thread hijack, but has anyone used Melodyne yet?? the Polyphonic pitch shifting is insane. MAGNETS...HOW DO THEY WORK??

    i think audacity may have a built in pitch shifter for free.

    Audacity has a "Change Pitch" option under the Effect Menu.

    Yeah, it's not too bad either.
