track ID "When the Lights Go Out"?

i was listening to a radio mix I made a couple years ago and found a superb track whose chorus is "When the Lights Go Out". There aren't many other lyrics. My best description is that it is a upbeat 4/4 post-punk jammer that runs somewhere between 7-8 minutes. Production sounds '80s. Based on this limited info, can anybody I.D. this joint?b, 21b, 21i've done extensive googling and blog-searching with no results. this has been buggin' me for months now.

    the black keys did a song called, 'when the lights go out.' not that long, but might fit the description.
