In "The Yankee and the Cowboy War," Oglesby suggests that goverments are inherently conspiritorial, citing the "conspiring... men do in the conduct of their own affairs" as supposable proof. I sometimes wonder if anything short of (shudder) anarchy couldn't be accused of the same.
