Question for the reggae/dancehall heads

What is the name of the cat who is featured/sampled on Smif'n'Wesson's 'Sound Bwoy Bureill'? The cover doesn't say shit. His voice is so distinctive and I've heard him on so many other tracks. It's bugging me that I don't know his name, and google is not really turning up anything useful. Thank yez.

    I've got several records featuring him.
    He was a DJ on Jamaica playing with different sound systems in the 80s.
    All the recorded stuff is on Firehouse or related lables owned by King Tubby.
    He only introduced the records (on the actual recording), never toasted on any of them as far as I know.
    In the introduction of Little Johns update of "Fadeaway" he calls for a pull up
    and gets one.
    Crazy style!
