i really think it was done with an alesis hr-16b drum machine. i had that machine when seinfeld first came out and it has bass notes on it that sound like the seinfeld bass. plus, it had those popping sounds that is also part of the seinfeld music.

slap bass sux...could care less if a bad ass is doing it..it has never helped a song, only hurt it...even the slap/pulled notes in Minutemen songs makes me a little queasy, only D Boon's righteous lyrics and guitar playing help me forget about the slap clams...again, slap bass sux

I remember seeing on Entertainment Tonight years ago the guy who did the music for Seinfeld and he was definately using a keyboard for the bass.
Maybe he had a MIDI out going to an Alesis HR-16b drum machine but what I saw was him playing on a keyboard. I don't remember if he said exactly where the sound was coming from.
