i dont know what pedal is being employed here, but we've always referred to it as "hot tub bass". primarily because it sounds like there's a topless bootsy playing in the middle of a hot tub surrounded by scantily-clad women, and he is actually plugged INTO the hot tub... using the jets as the musical delivery system.
