Declaring Value On Overseas Shipping

My old policy was to under-declare value to save European customers from paying vat.
More recently I have started declaring full value to more closely follow the letter of the law.
Today I am sending hundreds of dollars of records to Italy, express mail.
One side says insure the records for full value in case they get lost in the mail.
But, recently I have heard that Italian postal workers will steal anything with a high valuation.
What do all you all do?

Uninsured or normal registered post, if you dont declare a low value on the postal decalaration, on average across europe about $25 max, you will loose most euro customers which would incl me for one
Import tax kills us on buying anything from outside the EU and includes a paperwork charge on top of $15 to boot
never complain about your tax in the US ...
Oh and yes, I'm another ebayer that excludes Italy from all my sales and I'm from Europe !
