you can get that sound on pretty much any analog synth, or any synth plug-in... the model doesn't matter that much
G-Force Oddity can already get you pretty close, or probably the funk synth bank in Spectrasonics Omnisphere
Or if you wanna do it properly;
-get an analog synth with at least two envelopes, one filter and an LFO
-have it with only one oscillator on and a slow attack on the amplitude envelope
-inversely modulate the filter cutoff with a slow-attack envelope (experiment with starting point for cutoff, filter should have some resonance or Q)
-then add the little 'twiddles' by turning up the amount of an LFO that's modulating the oscillator pitch
