Vocal version of Rhine oaks "tampin"

Playin the shit of it on neo soul radio...but can never catch who it is. Thought it was a sample but it seems that the singer is singing over the track in whole. Anyone know who it is?

    It's a sample, but a pretty big one. Just before I got laid off by Universal about two years ago, I started the ball rolling on the clearance o/b/o her producers/co-writers Future Cut, who did quite a bit of Lily Allen's first album.

    does anyone know the value of an original 45 from The Rhine Oaks. I saw 1 on eBay. I can't find a book value for it. it appears that it was a d.j. copy from a radio station.
