Chuck Colbert was a Chicago music legend, having sung with the soul group the Daylighters and was also a bassist (?) with the rock band American Breed. I know he's done some other behind-the-scenes things as well, wouldn't be surprised if he did (or still does) commercials.
i believe this was a marketing tool for The summer music festival in Milwaukee. You can still see that smiley face on highway signs and ads around the city.
Also, used by Large Pro for Kool G. Rap "Money In The Bank". The story as told to my by Biz is that he found the record. brought it to Marley Marl and they used it for the symphony. I totally completely believe him. he knew the record, described the label to me and all that.
The break sounds differently mixed on each side. Anyone ever notice that?
Can somebody post a rip of the full thing. If i remember correctly the side with the vocals were a lot thinner. The copy i listened to had bad cue burn though and practicaly no first kick, so that could have been why it was thin.

Artists on the A Side are Rory O & Chuck Colbert.
What was this, a commercial jingle of some kind?

If that's true then
It's so funny that this is mentioned. Me and my man DJ Iran were just talking about this last night. THEM DAMN SYMPHONY DRUMS!!!
