Weird rackord question (RR)

I picked up an LP this weekend (no portable), really plain red white and blue cover with a cartoon of a guy playing guitar called "Top Jazz Hits Vol 1' on the Solo label out of Salt Lake City. Wide variety of fairly popular jazz tracks - 'Memphis Underground', 'Compared to What'. I thought it might be some kind of music minus one type ish, but I get it home and it's the actual versions.Anyone heard of this label? Was this some kind of radio station thing, or just a blatant bootleg?
