Problem with Ebay buyer

I'm having a problem with an Ebay buyer. Never happened to me before. Is there a time limit in which I can claim a buyer hasn't paid me so I can get my Ebay fees back? How long do I have to leave feedback? I'd like to drop a negative on him if he doesn't pay me within the next week but I'm afraid of a reprisal negative feedback. Dude claimed he sent payment via priority mail over a week ago. Frankly I don't believe him.
