Functional meaning usable from a user perspective? And which technologies - flash, html, ajax - or doesn't it matter?

Functional as in function over form.
I'm not looking for over-designed websites that don't use Flash well (or simply use too much of it) or sites that have poor navigation.

i love the slate.com layout.

modernista.com is a local ad agency, and i used to check them regularly, as it was always entertaining.

edit: modernista's current layout is shit. but, they change on the regs...
