question for ebay sellers regarding flat rate ship

Just wanted to know... Say a person wins an auction for an item you posted up and he lives in the same city as you. Do you charge him your regular flat rate shipping fee? Even though it should be cheaper than that even through priority mail? I won an item(a t-shirt) and dude is from the same city and wants to charge me 10 bucks shipping. I don't know but to me that sounds like it's a couple dollars too high... not to nitpick but if I am I'll just dead it and pay the man...
