So this Ebay buyer did not pay for insurance

Question... I shipped a 45 to this cat in the UK..he did not pay for shipping insurance...the item was paid for via paypal. I shipped the item via USPS...I have an e mail from cat claiming that he was out of town and the record was more than likely returned to sender. He is also telling me once I get the item to send it to a new address...this new address however is not his verified paypal address. Can I be held liable by paypal if I dont receive this 45 back and dude claims that he never recived it(however it was returned to sender at least according to him) ?

    if it comes back - send it to the new address as the chargeback window will most likely will have pass the 45 day limit

    I am going to check and see when he submitted the payment..I know it was awhile ago...I am betting that I dont receive the 45 back.
