Actually I think it's the exact same dance. Maybe he added a little side step or something, but seems the same to me.

I think he just finally realized how bad of a dance it is, and is trying to prevent people from doing it. I guess it's never too late to fix your mistakes.

Hopefully he's planning on going the whole nine and lobbying for a law that makes doing it a criminal offense. i'd support that here in Cook County.
