Name that kung-fu movie

Very low budget. I saw it on Kung-Fu Theater when PBS used to show it really late at night like 10 or 15 years ago. Two guys fighting on a golf-course for what seemed like 30 minutes until one is defeated. All-of-a-sudden police show up from off-screen and congratulate the victor. Very campy. I only came in halfway so I don't know if anything proceeded this.

    I think its with Jackie Chan...does he run over an old man with a lawnmower at any point?

    99% sure it wasn't Jackie Chan. I don't recall a lawnmower. It was just straight-up kung-fu. The type that is like attack-pause-attack-pause.
