help changing the pitch / speed of an mp3 needed!

Hi all,need to change the pitch of an mp3 to the equivalent of +2 on a turntable, but cant figure out how to do it - tried cool edit, etc but can only find a pitchbender. need something to change the overall / general tempo of the track in case...help appreciated!

    Tried that, it seems to only bend the pitch, making it unstable tempowise

    Don't laugh, but in Goldwave:

    Effect > Pitch
