	rock , from what i understand, cutting taxes on the highest sectors has had a significant impact on budget shortfalls. grover norquist "starve the beast" strategy: cut taxes at the top, create budget problems, cut back the safety net and government, privatize as much as possible, etc.  Class warfare in a nutshell.</div></blockquote>
