as far as finding something, just check craigslist every day in the musical instruments section , like casbah said if you can find a cheap power amp and a pair of passive monitors you can save some cash....

that budget is going to hold you back in a big way. you can get 'speakers' for 100 bucks but not 'good' studio monitors. be prepared to spend at least 300 for a pair of used monitors that are decent (i am being conservative with that #).
